1.) The #1 safety factor of Platform Step Ladders is that the top two rungs have been eliminated, thus removing the ability of workers to stand on them when, in fact, they are not intended for use as such.

 

2.) Another safety aspect / pro / advantage of Platform Step Ladders is that when they are opened up, the platform actually locks the ladder in place. This aspect, coupled with the fact that they have a slightly wider stance and are heavier, creates more stability when upright.

5.) Another pro or advantage of Platform Step Ladders is that, if they are used as intended by their design, they prevent workers from using them in leaning them against a wall, due to the fact that the work platform will not fall into place unless the ladder is opened up.
 
6.) One of the new rulings that necessitates the use of Platform Step Ladders, is that to work from a regular step ladder, the worker must maintain three points of contact at all times while on the ladder, including not only when ascending and descending but also when working in a stationary position, which would mean having to work with one hand.  With the Platform Step Ladder, the reasoning is that the worker has more balance and hence only requires two points of contact when working, that being his/her feet, thus leaving both hands free to perform work.
